Kinshasa, 24 October 2026 (ACP). – The strategy of the Government of the Democratic Republic of the Congo (DRC) to capture, secure and control import and export flows through the port of Dar-es-Salaam, Tanzania, was adopted on Friday in Kinshasa, at the 101st meeting of the Council of Ministers, according to the report consulted on Saturday by the ACP.

« The Council of Ministers has adopted the government strategy to capture, secure and control import and export flows from the Democratic Republic of the Congo (DRC) through the port of Dar es Salam and other infrastructure of the Central Corridor “, said Patrick Muyaya, spokesman for the government.

According to him, this strategic approach is essential for the clearing and supply of the eastern and south-eastern regions of the DRC.

He pointed out that the port of Dar es Salaam was indeed a crucial route through which a considerable volume of Congolese freight was transported, estimated at over 7.7 million tons annually.

« Hence the importance for the DRC of adopting an integrated approach in order to effectively control, trace and secure these flows, which will make it possible to optimise the mobilisation of public revenues and strengthen the competitiveness of its operators The government spokesman said.

In order to safeguard the interests of the State, he continued, a concerted Government road map was prepared and sectoral responsibilities were undertaken before the bilateral trade agreement was signed within a maximum of 90 days.

To this end, the road map includes the gradual establishment with Tanzania of an integrated electronic cargo traceability system covering the entire route from Dar es Salaam to the Congolese borders.

Mr Muyaya said that these devices will allow for electronic sharing of manifests, unique cargo identification, content tracking and the detection of anomalies, thereby strengthening controls and optimizing revenue.

At the same time, the strategic operation of the dry port of Kwala will be accelerated in order to consolidate Congolese control of the central corridor, including through the consolidation and securing of goods, he suggested.

A series of strategic recommendations were made to the Government to significantly strengthen the institutional presence, including the Directorate-General for Customs and Excise (DGDA), the Multimodal Cargo Management Office (Ogefrem), the Congo Warehouses (EDC) and the Congolese Maritime Lines (LMC), as well as the DRC’s controls on these commercial flows, ensuring better management and maximization of the country’s profits.
